We’d like to inform you of an important update regarding the reciprocal tariff rates for products imported from China, as outlined in the Presidential Executive Order issued on August 11, 2025:
“Further Modifying Reciprocal Tariff Rates to Reflect Ongoing Discussions with the People’s Republic of China.”
Key Points:
- The suspension of Heading 9903.01.63 and related provisions under the Harmonized Tariff Schedule (HTSUS) has been extended until 12:01 a.m. EST on November 10, 2025.
- Until that date and time, covered imports from China (including Hong Kong and Macau) that are entered for consumption or withdrawn from a warehouse will continue to be subject to a 10% reciprocal tariff per Executive Order 14257 (April 2, 2025).
- These products should be filed under HTSUS 9903.01.25, unless they fall under specific excluded headings (e.g., 9903.01.26–9903.01.33, 9903.02.02–9903.02.71, etc.).
- In addition to the 10% reciprocal tariff, imports from China and Hong Kong may also be subject to a 20% duty related to synthetic opioid supply chain measures, under Executive Orders 14195 and 14228, unless they qualify for an exemption.
